Pay :
[ For the posts at sl. nos.(1 to 12) (PB–3) Rs.7100-37600/- with Grade Pay Rs.3900/- and for the
posts at sl. Nos.(13 to 19) (PB–3) Rs.7100-37600/- with Grade Pay Rs.3600/- ]. Besides pay, the posts carryallowances as admissible.

The Preliminary Examination will be held in March, 2013 or thereabout simultaneously in Kolkata
(N), Kolkata (S), Baruipur, Barasat, Howrah, Chinsurah, Burdwan, Asansol, Midnapore, Tamluk, Bankura,
Berhampore, Malda, Cooch Behar, Jalpaiguri, Siliguri and Darjeeling.

The Final Examination will be held in September, 2013 or thereabout in Kolkata only and the
Personality Test in the Commission's office at Kolkata.

Candidates must enclose with their applications a fee of `160/- (Rupees one hundred sixty) only in the
form of Indian Postal Order which must be purchased on a date after publication of this advertisement and
crossed and endorsed to THE SECRETARY, PUBLIC SERVICE COMMISSION, WEST BENGAL, or in the formof a receipted challan from a Government Treasury in West Bengal or the Reserve Bank of India, Kolkataunder the head "0051-00-105-State PSC Examination fees-001-Examination fees-16 other fees". The PostalOrders should be made payable at G.P.O., Kolkata. Money Orders, Cheques, Bank Drafts, Cash etc. will NOTbe accepted. No application will be considered unless accompanied with the requisite application fees.SC/ST candidates of West Bengal and persons with disabilities (PWD) having physical disability of 40% andabove only are not required to pay any fee. The application without fee of such candidates will not beaccepted if the same is not accompanied with the attested or self-certified photocopy of SC/ST certificateissued by the competent authority of West Bengal in a prescribed format or P.H.certificate issued by the competent authority. BC candidates of West Bengal are, however, required to pay usual fee as stated above. NO EXEMPTION OF FEE IS AVAILABLE TO SC/ST/BC CANDIDATES OF OTHER STATES. No claim for refund of the fee will be entertained nor will it be held in reserve for any other examination.

QUALIFICATIONS :
i) A citizen of India or such a person of other nationality declared eligible by Government of India.
ii) A degree of a recognized University or its equivalent.
iii) Ability to read, write and speak in Bengali (not required for recruitment in the case of Nepali
speaking candidates from hill areas of the District of Darjeeling).

AGE :
On 1st January, 2012 – not below 20 years but not more than 32 years (i.e. born not earlier than 2nd
January, 1980 and not later than 1st January, 1992). Upper age limit is relaxable by five years for SC/ST
and three years for BC candidates of West Bengal and upto 45 years of age for persons with disabilities (PWD)having physical disability of 40% and above.

PHYSICAL STANDARD : Required for Sub-Inspector of Excise – minimum height 160 cm. Chest
girth 76 cm. after full expiration and having the capacity for a minimum of 5 cm. chest expansion. Height
relaxable by 7.6 cm. for Gorkhas, Garwalis, Assamese and Tribal candidates .Selected candidates shall be required to furnish security bond under certain conditions.

Lawrence Kohlberg’s theory of moral development includes three levels: (1) a
preconvention level, where judgments are based on self-interest. (2) A conventional level,
where judgments are based on traditional family values and social expectations and (3) a
post conventional level, where judgments are based on more abstract and personal ethical
principles. According to Erik Erikson’s theory of emotional development, people go
through eight life stages between infancy and old age, each of which involves a central
crisis. Adequate resolution of each crisis leads to greater personal and social competence
and a stronger foundation for solving future crises.

Typing test guideline for Clerk and Group-D Staff under 1st RLST (NT), 2010

GUIDELINES FOR EVALUATING TYPED TEXTS DURING TYPING TEST UNDER 1ST RLST(NT), 2010
1. The Evaluation System has considered only the Correct Words Typed by the candidates
2. The Numeric Figures e.g. 1988, 4554 etc have been counted as one word.
3. If a candidate has typed punctuation marks giving a SPACE between the last word of the Sentence or Clause (whichever the case may be) and the punctuation marks then the System has ignored the word.
For example :
Given Text : India is a great country. [ Number of words : 5]
Candidate Typed : India is a great country . [Number of correct words:4]
4. Formula used for Giving Score :
Let for a given Region R ( R = Eastern/Northern/Southern/Western/South-Eastern )
The number of Candidates appeared for the Computer Typing Test : n
The no. of correct words typed by the ith candidate be Xi (Where i=1,2,3, …. upto n)
The maximum no. of correct words typed by a candidate in a particular region R be Xmax
The Full marks for the Typing Test : 20
Then, the Score awarded to the ith Candidate is Si = (Xi X 20)/ Xmax
5. There is no award for Partial Mistakes. Any mistake has been considered as Full mistake.
6. The following errors will be marked as Full Mistakes
a. For every substitution of words/figure by a wrong one.
b. For every addition of a word/figure are found in the passage. However, addition of a group of words in place of one actual word will be marked as only one full mistake.
c. For every spelling error committed by way of repletion or addition or transposition or omission or substitution of a letter/letters, e.g., The word ‘wonder’ typed as wonder, wonder, wounder, wonders etc.
d. Spacing errors. Where no space is provided between two words, e.g. ‘Ihave’, or undesired space is provided between the words or letters of a word, e.g. ‘I have’ ‘I h ave’ etc
e. Punctuation errors : Where a punctuation mark is omitted or added or substituted by another.
f. Paragraph errors : Where the space left before starting paragraph or between paragraphs is not uniform.
g. Wrong Capitalization : Wrong use of capital letter for small letter and vice-versa.
